It is sufficient to meet the traceability requirement for the plaintiff to show that the violation has a slight impact on the plaintiff's injury.
EPA may allow a state to use "equivalent modeling, emission inventory, and planning procedures."
Before an area can be redesignated as attainment, the area must be under a maintenance plan adopted by the state and approved by EPA.
