The prohibition against circumstantial character evidence applies to non-parties.

Ellis, 460 F.3d 920, 926 (7th Cir. 2006) (upholding trial court's admission of the certified copy of the results of defendant's blood and urine tests which did not violate defendant's rights under the....The right of confrontation guaranteed by the Confrontation Clause of the Sixth Amendment to the U.S. Constitution puts no constraints on the admissibility of nontestimonial hearsay statements; the federal constitutional right of confrontation does not apply to such statements.

Joseph, 765 F.2d 394, 397 n.5 (3d Cir. 1985) (holding that the victim's testimony as to her own age was admissible because "the date of one's birth can be considered reputation concerning personal or family history").There is a hearsay exception for reputation among members of a person's family by blood, adoption, or marriage, or among a person's associates, or in the community, concerning a person's birth, adoption, marriage, divorce, death, legitimacy, relationship by blood, adoption, or marriage, ancestry, or other similar fact of personal or family history.
